Bruce Allen just might be a better drafter than Scot McCloughan

The existence of team president Bruce Allen as an employee of the Washington Redskins franchise is a continuing source of consternation amongst the fanbase, most of whom are fed up, frustrated, and ready to blame the roughly 25 years of mostly mediocre on anyone who presents himself as a viable metaphorical punching bag. Allen is currently the most obvious punching bag. I can’t say I blame the fans one bit for the current poisonous atmosphere; it’s been an unpleasant ride, to say the least. The principal narrative is that Mr. Allen is a bumbledorf at best when it comes to making football decisions, at a worst a career and franchise saboteur, and that he fired/ran off/slandered/smeared the best talent evaluator this franchise has had since the glory days of Bobby Beathard and Joe Gibbs. Well, around here at The Hog Sty, we like to try and make some objective sense of such a story before we fall head over heels for it (yes, I realize that we’ve preached this very thing on The Hog Sty Podcast many times; don’t burst my bubble – I’m on a roll here).
In that spirit, the principal question presented in this column is this: between Mike Shanahan, Bruce Allen, and Scot McCloughan, who had the most success in the annual college draft? To approach this with some sense of organization, I have assigned the credit (or the blame) for each draft class as follows:
- Mike Shanahan: 2010, 2011, 2012, 2013
- Bruce Allen: 2014, 2017
- Scot McCloughan: 2015, 2016
One problem that immediately jumps to mind with this setup is that it may or may not be entirely fair and/or accurate to give each man credit for these drafts as I’ve set out. After all, we all know that the Redskins themselves have told the public that the drafts are a collaborative effort, and we are also aware that the Redskins have previously subscribed to McCloughan’s draft scouting service. Despite that, the Redskins have definitively gone through the “Shanahan era” with Shanahan as the public face of football operations, the “McCloughan era”, with Scot billed as the principal “football expert”, and then two separate years of Allen flying solo as draft commander, with 2018 right around the corner. I therefore think it’s fair to evaluate these draft classes in this manner. You may like it, not like it, or think this entire exercise is a waste of time for the reasons I cited above. Take it for what you will.
Trust me when I say that I racked my brain trying to come up with a way to mathematically quantify draft success, with the idea that by the end of this exercise, we could have three final numbers that would objectively reveal once and for all who was the best drafter. Unfortunately, it just wasn’t possible, at least in a way that made sense, was accurate, and didn’t come across like one of PFF’s bogus rankings. Therefore, I ended up having to approach this in a more of a qualitative methodology rather than a quantitative methodology. Nevertheless, we can still see some interesting trends in the results.
To get started, I created a spreadsheet[1] with every Redskins draft pick from 2010 through 2017, and listed the following categories: (1) whether the player ever made the active roster, (2) whether the player was cut by the Redskins at any time, (3) whether he was traded, (4) number of games started for the Redskins, (5) number of games played for the Redskins, (6) number of Pro Bowls, (7) number of All-Pro selections (don’t laugh), (8) whether the player was given a second contract by the Redskins after their initial rookie contract period expired (meaning, a player who was on the practice squad but later offered a new active roster contract doesn’t count for these purposes), and (9) whether the player was signed by a new team after he left the Redskins and actually played in games for that team. I won’t drown you in data by publishing this chart here, so you’ll have to trust me.
Without further ado, where’s what I found:
Mike Shanahan Era
Mike Shanahan drafted a total of 33 players for the Redskins in the 2010, 2011, 2012, and 2013 drafts. Of those 33 players, nine will have long and productive careers in the NFL: Trent Williams, (2010), Ryan Kerrigan (2011), Jarvis Jenkins (2011), Niles Paul (2011), Kirk Cousins (2012), Keenan Robinson (2012)[2], Alfred Morris (2012), Jordan Reed (2013), and Chris Thompson (2013). Among that group of 9, Williams, Kerrigan, Paul, Reed, and Thompson all received second contracts from the Redskins and have been long-time contributors, and in the case of Williams and Kerrigan, perennial Pro Bowl-level players. This group has thusfar produced a total of 12 Pro Bowl appearances and 2 All-Pro selections (both being Trent Williams).
In contrast, six draft picks played 5 or fewer games for Washington and are by any measure considered draft misses: Dennis Morris (2010), Selvish Capers (2010), Markus White (2011), Jordan Bernstine (2012), Brandon Jenkins (2013), and Jawan Jamison (2013). I’ll toss Robert Griffin III into this group despite his magical 2012 season and Rookie of the Year award since his time in DC ended in spectacular disaster at a cost of 3 first round picks and 1 second round pick
The remaining 17 players drafted in the Shanahan era ended up somewhere in the middle – productive for a time, to one extent or the other, but were ultimately either cut or not offered a second contract. I view this group as the “middle” group in terms of draft choices – not terrible, somewhat productive for a time, might have gone either way, but ultimately didn’t work out. Neither strong hits nor strong misses.
In total, the Shanahan era draft picks started a total of 632 games for the Redskins, or an average of 158 games per draft class. His clear “hit rate” – meaning, the players who will end up playing long and productive NFL careers divided by the total number of draft picks – was 9 out of 33, or 27%. His “miss rate” – the clear misses identified above divided by the total number of draft picks – was 7 out of 33, or 21%.
Scot McCloughan Era
Scot McCloughan drafted a total of 17 players for the Redskins in the 2015 and 2016 drafts. Of those 17 players, 2 from the 2015 draft (Brandon Scherff and Jamison Crowder) are on track to have long and productive NFL careers and are definitive draft hits. Although the 2016 draft is still fairly recent, Kendall Fuller and Matt Ioannidis appear to be “hits”, with the jury still out on 2016 first round selection Josh Doctson. This group has produced 2 Pro Bowls, both from Brandon Scherff, and no All Pro selections.
Six players drafted by McCloughan in 2015 and 2016 failed to make the Redskins’ active roster at any point, and are thus clear “misses”: Tevin Mitchell, Evan Spencer, Austin Reiter, Nate Sudfeld, Steven Daniels, and Keith Marshall. Sudfeld, of course, seems to be fairly well liked in Philadelphia now, and Marshall has been on IR for the better part of his two year NFL career; nonetheless, in terms of NFL productivity, neither player has worked out thusfar for the Redskins. Kyshoen Jarrett, who showed potential but unfortunately had his career ended by injuries, is also a miss, albeit an unfortunate one. I will subjectively add Matt Jones to the clear “miss” category, despite him earning a number of starts, since he was cut for performance reasons and was a third round pick who generally failed in his shot to become the Redskins’ franchise back. Finally, Su’a Cravens, who somewhat infamously left the team for undisclosed and confusing personal reasons in August, 2017, is currently a miss, although his status could change if he eventually returns to the Redskins and becomes productive (which seems unlikely at this juncture).
The remaining 4 players, Preston Smith, Arie Kouandijo, Martrell Spaight, and Josh Doctson, remain open questions in terms of their future with the team.
Neither of McCloughan’s draft classes have reached the end of their rookie contract period yet, and thus have not yet received offers of a second contract.
McCloughan’s draft picks have started a total of 166 games for the Redskins, or an average of 83 games per draft class. McCloughan’s clear “hit rate” on his draft picks was 4 of 17, or 23.5%. His clear “miss rate” was 9 of 17, or 53%.
Bruce Allen Era
Bruce Allen, while in charge without Shanahan or McCloughan on staff, drafted a total of 18 players for the Redskins in 2014 and 2017. Of those 18, Morgan Moses, Spencer Long, Bashaud Breeland, and Ryan Grant from the 2014 draft class have established themselves as draft “hits’ who should have long and productive NFL careers ahead of them. In addition, although the 2017 class obviously has just 1 season under their belts, at a minimum Jonathan Allen and Chase Roullier appear to already have shown that they are on track to have solid NFL futures. I’ll call those 6 players Allen’s clear draft “hits”.
Morgan Moses has already received a large, multi-year contract extension. No other player has yet to receive a new contract, although to be fair, the 2014 group just reached the end of their rookie contracts this season. By all accounts, head coach Jay Gruden wants to offer Grant a new contract.
Allen had three clear draft “misses” in 2014 in Lache Seastrunk, Ted Bolser, and Zach Hocker, none of whom ever made the active roster and were all cut in 2014. Most unusually, all 10 of the 2017 draft picks saw time on the active roster at some point this season, primarily due to Washington’s catastrophic injury situation, and none have been cut; therefore, none of these picks can be categorized as “draft misses” yet. Certainly some of these players will end up not working out, but it is too early yet to conclude anything about their futures.
Trent Murphy, a second round pick drafted in 2014, is (generously) in the grey area, although given his drug suspension, things do not look promising for his ultimate success. The jury is still out on the rest of the 2017 class beyond Allen and Roullier, 8 players in all.
In total, Allen’s 2014 and 2017 draft classes have produced 206 starts for the Redskins, for an average of 103 per class. His clear “hit rate” on his 2014 and 2017 draft classes was 6 of 17, or 35%. Allen’s clear “miss rate” was 3 of 17, or 17.6%. As stated, I expect the “miss rate” to rise over time given the lack of experience in the 2017 class.
Conclusion
I’ll say up front that neither Allen nor McCloughan have drafted even 20 players for Washington and have therefore not produced a large enough sample size of draft picks for a comparison of the three (including Shanahan) to have any sort of formal scientific or statistical reliability. However, I’m not trying to prove anything to any degree of reliability. All we can do for these purposes is look at the data presented and reach the best possible objective conclusion. Furthermore, as stated above, it might not be completely fair or accurate to simplistically assign the credit and/or blame for draft classes to these three men in the manner I have done. I do, though, stand by the concept of the Shanahan Era, the McCloughan Era, and the Allen Era as a valid comparative construct. In addition, all draft picks can’t be weighted equally; a hit or miss on a top 5 pick isn’t the same as a hit or miss on a 6th round pick. What I’ve done here is to take as simple a look as possible at the draft history for these eight years.
That having been said, by the simplest measures, clear draft “hits” and clear draft “misses”, Allen comes out ahead in both:
- Allen: Clear hit rate: 35%; Clear miss rate: 17.6%
- McCloughan: Clear hit rate: 23.5%; Clear miss rate: 53%
- Shanahan: Clear hit rate: 27%; Clear miss rate: 21%
In a general sense, Shanahan found three players with elite, Pro Bowl-level talent in Trent Williams, Ryan Kerrigan, and Jordan Reed. McCloughan found one who appears to be on that track in Brandon Scherff. Allen’s two classes, while producing the most “hits”, generally, has failed to find an elite-level prospect as did both Shanahan and McCloughan, although it seems likely that 2017 first rounder Jonathan Allen will find himself in a Pro Bowl or two at some point.
The most undeniable fact out of all of this information is that McCloughan’s picks ended up being misses at a much higher rate than either Shanahan or Allen.
So what does this mean for Redskins fans in terms of the draft? At a bare minimum, it seems apparent that Scot McCloughan was not as successful as some fans believe, and that Bruce Allen was not the disaster that his reputation bears, at least in terms of draft success. In fact, a valid argument can be made that Allen produced better draft results than did McCloughan.
The other part to this discussion needs to be free agency success (or lack thereof), which is a whole other topic that is beyond the scope of this column. If enough of you show interest via comments, I might tackle that project as a separate column during this offseason.

Excellent article Steve as I’ve mentioned before in the offseason on Twitter and I believe to you guys as well that Allen certainly has been much better here than his Oak/TB tenures. He gets a bad rap for his “Tampa ties” hir s rightfully so but it’s appeared to me he’s learned to surround himself with much better evaluators. This may also be what stemmed to the Bruce/Scot mess too as Scot may have wanted to alter the scouting department more than Bruse wanted him to do.

Posted this on TI a while back, but I am really intrigued to see where Poona Ford lands in the NFL draft.
IMO, he is the most underrated DT in the draft, despite being named Big 12 DL of the year. At 6’0″ even, 309lbs. he gets criticized for not being tall enough. But with a wide thick base, he gets leverage and is hard to budge.
But he has an 80″ wingspan. That’s 4″ less than Calvin Johnson (Megatron). He uses his long arms to fight off Offensive linemen, and has mean swim/rip moves that enables him to knife into the backfield. Some comparisons have been drawn to another ex-Longhorn, Casey Hampton.
I think his combine will be average at best. With arms that long, I don’t expect him to do massive reps on the bench press. I’m not even sure what his straight line speed will be.
The only way he can really be evaluated is by looking at his tape, and it’s an impressive body of work. He just doesn’t give up or take plays off. In his final bowl game vs. Missouri, he blew up the OL all game long.
I’m thinking he will fall somewhere between rounds 3-5.

Pretty cool: I counted 47 Bald eagles today around Occoquan Bay, a good number. Very little open water anywhere, and the two small areas were packed with coot and ducks. The eagles taking advantage of the concentrated prey.
There was a time not all that long ago where 47 bald eagles in 1 place would have been a significant % of the Bald Eagles left in the USA.

Not a problem out here. We can get damage stamps, urban archery, still have six on the big game. I passed, at the very least, 10 deer on the way to work today. One SS Doe tried to make a play, I swerved at her and she wiffed.
Numbers are stable up around my camp. The biggest change in the last 10 years has been the antler restrictions. Average rack and body mass of the bucks has gone up dramatically. This is ‘mountain deer’ country, very little Ag.
I’m also in that type of geography. Peeps cannot run dogs for deer, only bear (which I don’t think is fair for the bear). Rockbridge had a earn a buck thing a few years back, that’s over now. Only thing around here that’s rare is the fox squirrel.

what about FA you ask, nowadays you can get maybe 1 above average player, maybe 2 solid payers and 2-3 role players if you cap is not too bad

Like I said, I think Scot takes all the input from the scouting and other departments and uses that to create the board. But we know that Scot’s a film junky, so I’m sure he’s also evaluated a lot of the players himself, and I’m sure that in every case where two candidates were close, he put in a LOT of time looking at that film. And I think he trusts his opinion more than the opinions of the guys below him. I would be shocked if he just took the grades the scouts gave him and put them in order.
Yes and as we have seen with all that he has still had bad drafts so I’m not real worried that he is not putting the board together.

a lot of teams are shifting to a cloud based scouting app, so that scouts can make notes on tablets/laptops while watching prospects. Also, the forms vary by position so position specific information can be entered. But this is how a lot of teams do it. A couple still have hand-written reports by scouts.
If Skins are smart they will bring in Bevell.

So if all you need to do is use Scots draft service to have a great draft why do teams have scouts, it would be much cheaper just to pay for Scots service or the other major draft services.
These services offer scouting information on players so that teams don;t have to do all there own scouting as there are far to many players for that. These services don;t tell you who to pick or what round to pick them in.

HC is about managing people, commander’s intent, overall strategery, it is less about being an offensive or defensive genius. this is why I said (based on what I heard about him and his personality) that McVay would likely be a better HC than he was coordinator. Not everyone is great at making that transition. Most are not. We’ll see.

being a coordinator-level genius and technically smart has it’s place in being the “head” in that you can better recognize incompetence and poor performance and set out whatnot to correct or discard. I’m not saying you don’t want that, but I’m saying… wait and see. For some guys, a management promotion means they get to do less of what they really love, or they make the mistake of not delegating or how to find the right people to delegate to or how to train their delegates so-to-speak. Anyway, I’m not that moved by the hire at the moment, Belichickian disciples have mixed performance outside of his umbrella.
Noca, this is my concern about Jay Gruden. Great OC (great play design, etc.), but not sure he is the natural leader.
From listening to Jeremiah and Brooks (both former scouts), the way it seems to work is that the FO has meetings where the regional scouts present their scouting reports and make their cases for the players they like best. Then the higher ups take those reports and recommendations, along with scouting reports from other services, and they put together the official draft board, which they probably work on right up to the draft as more info. comes in.
I think most of those boards aren’t just a list — like 1 to 150 — but are “stacked” boards broken down by round. Some will obviously put more emphasis on position value and others will be slanted more toward BPA. For the most part the board should run the draft, but one individual has to make the call for any trades.

and that individual is responsible for how you construct your team. Nobody is suggesting one guy is sitting in a room all by himself on draft day , making the decisions .

I think he only used the service one year (’14?), but no way of knowing how much he relied on it.
He had to have used McGlue’s board in 17 even though he was no longer with the Redskins.

Right now that’s not someone we have. We did have it when Robbie was here, then we had a guy briefly, Adam, who bailed after a few months was dealing with some personal stuff. It’s something we are looking for, Steve and I had a long phone call about it last week. But it’s easy to ask “who want’s to do this”. But finding a person who will do the work, and do a good job is much harder as we’ve learned.
If anyone knows someone who’s interested in that kind of thing, we would love to talk to them.
Maybe one of the Regs would be interested.

Either Charleston or Myrtle Beach. Haven’t made a decision yet. I’ll be visiting a few times over the next few months to look at a number of things. Housing, schools, business environment and fishing environment. I may start some sort of franchise where I can be somewhat of an absentee owner so I can fish everyday for the first year or so then start a guide service.

I could be wrong but I doubt any team in the NFL has one guy sitting in a room by Himself on draft day picking players. I would assume all teams get input from a lot of different guys and make a pick as a combined group. Now if there was an issue where they were fighting than yes I would bet there is a guy who would have to break a tie. For the Redskins I would imagine that guy is BA or maybe Doug, but not sure the dynamic there.
O, no doubt. A good Manager will always solicit feedback and input from a variety of sources, and never discount the devil’s advocate in the room. But SOMEONE has to be in charge. And accountable.

I’m wondering if you could do some weighting of draft selections, ie, a first round pick has a higher chance of being a hit than a seventh round pick. Also, remember, those drafts where we didn’t have a first round pick, will factor in to success ratings for those years.
there’s definitely data like that on the internet; but it all sort of depends on meshing it with “your” idea of what a bust is… given also that expectations for the continuum of draft picks also drops off, also, positional expectations. Hocker was a 7th round kicker, as example. Well, for a kicker, there’s more expectation of them than their would be a 7th round QB.
With out actually looking it all up. Our hit rate on 1st rounders is very high unless you want to count RGIII’s busting as 3 first rounders, which I’d say is something you can debate.
We really hit a lot on 4th round picks it feels like, more than 2nd and 3rd.

People look to the Eagles as an example of how fast a rebuild can be. The Eagles drafted well on defense and were aggressive in free agency. The latter is something the Redskins have not been as of late. The Eagles also saw the QB they wanted and believed in and went and got him. The gamble paid off.
The Eagles also kept doing that for about 20 years beforehand.
And they weren’t slogged down with being afraid to keep trying different QBs till they got one.

You know…make some moves. Jacksonville traded for Marcel Darius…Seattle traded for the LT and for Richardson, Buffalo traded for Kelvin Benjamin. Now all these moves didn’t necessarily get these teams into the playoffs (Seattle’s case) and KB didn’t do anything in Buffalo. But damn…at least these are top notch guys. You think Kirk would have liked throwing to KB and JD on the outside? Think that would have made him happy for the future? And he was had for a ham sammich!
Hitting FA’s is the only think Kirk cares about.
I wish we had somebody who wasn’t afraid to make moves. We could have used Darius or Benjamin. Both make our team better. And for what a 3-4 round pick. These guys are worth that IMO.

One of the hardest things for teams to do during FA is not panic as the game of musical chairs goes on. Prime targets re-up or sign elsewhere, options for a perceived need dwindle, possibly altering the draft. Patience will win out in the end. There are always a few intriguing camp cuts and a UDFA or two that can help. A young, hungry player can be a better way to go, and they kid just may already be on the roster or PS.
We used to panic big time in the Vinny days.
We should add Bevell to our staff. That’s a good coordinator right there. Let Jay get back to team management instead of play calling.

Anyway…the secret to crispy wings…put baking powder in your rub. And, put them on a baking rack so heat can circulate around the whole wing. They’ll come out of the oven as if you fried them.

Key is to draft well and use your salary cap space to add difference makers in FA. Identify weaknesses on your team and use all available resources to eliminate those weaknesses. Don’t be afraid to spend some cap money on a guy who will make your team better.
Yeah you have to use FA’s and you can’t be scared you just have to be smart.

Interesting read — good job! If it was me I would credit McGlue with most of the 2017 draft, given that he set the board and they only deviated from it on one player (Ryan Anderson). I also think that BA had some influence on the Shanny drafts but there’s no way to prove that so it’s fair to credit them to Shanny.
Like I always say, I the difference between drafting by GMs is mostly down to luck of the draw.

He gets the early ones. Certainly wouldn’t be fair to credit him with the ones after he was suspended, though.

I get it, and made that caveat in the piece. We’ll never know exactly how the Redskins’ process works. I do think it’s fair to compare eras, though – Shanny era, Scot era, Allen era. And all of Scot’s misses are hard to ignore.
The thing with FA is this: many of the good targets, guys coming of rookie deals, good fits, etc., re-up with their teams. 31 other teams are looking to address needs. Pool shrinks. Older guys coming off their 2nd contracts remain, most with an injury history (hey, its the NFL). ALL teams take a flier on some guys. And you will often overpay some to get them to commit. It is what it is.
Yeah it’s tough you have to be very selective.

Don’t think one can count Jarrett as a miss, or any player whose career is cut short in similar fashion. Should Scot have seen a possible issue with Cravens? There are accounts that maybe he should have. Too early to say much at all about the 2017 class other than it’s promising. Losing Allen and Nicholson to injury was really a bummer.

Yes, I think the scouts / Scot blew it on Cravens unless the USC staff just lied to them. Cravens flaked out and left once there, too.
Bruce seems to be willing to listen to his scouts and go with consensus. That’s as much as you can ask of a GM.
Yeah I think he defers to Jay and Doug unless there is an issue.
If that’s what happens I can live with that plan. The concern I think many people have is can Bruce keep his ego in check to stick with that plan.
Lets say hypothetically the skins have a really good draft this season, find a great sleeper QB, a couple of studs to work with and people start praising Doug Williams as the GM genus who’s saving the team.
Can Bruce live with Doug getting all the credit?
Not sure why that would matter BA has worked with several teams and never gotten credit. Scot was fired because he was a drunk just like the other two teams that he worked for.
It matters because Doug Williams ain’t no tea tottler, and if Bruce gets mad we know he will fight dirty.

Scot always said he didn’t like depending of FA’s. The only good thing is none of his or BA’s moves have produced any crippling mistakes.
Scot’s best talent IMO, is that he has a very deep file on guys. That’s how he can go grab someone like Quinton Dunbar who no one thought would be an NFL player, and bring him in the fold.
